Richard Wulsin, Esq. is a founder in the law firm of Wulsin Law LLP. Richard graduated from Harvard College in 1973 with a B.A. in English. He received a J.D. degree, magna cum laude, from the New England School of Law in 1981, where he was on the Law Review. While in law school, he clerked in the law department at the Appellate Tax Board, the Massachusetts state agency that adjudicates state and local tax matters.

Since his graduation from law school, Richard has focused his practice on real estate tax appeals and assessment law. After graduating from law school, Richard worked at the Boston law firm of Choate Hall & Stewart. He left Choate Hall in 1983 to become the in-house real estate tax manager for the Stop & Shop Companies. While there, he was responsible for all real and personal property tax payments and appeals for more than four hundred locations owned or leased by the company from Maine to Virginia. In 1987 Richard left Stop & Shop to return to private practice and joined the law firm of Greenman, Grossman & Duffy in Boston. In 1989, the firm merged with Burns & Levinson LLP. Richard was a partner at and then of counsel to Burns & Levinson before starting Wulsin Murphy LLP. In 2015, Wulsin Murphy LLP became Wulsin Law LLP. He has been admitted pro hac vice in Connecticut, Kentucky, New York, Pennsylvania, and Rhode Island, and has argued property tax cases before the Connecticut and Massachusetts Supreme Courts.

Richard is a member of the Massachusetts Bar Association and the Massachusetts Association of Assessing Officers, and Lambda Alpha International, an honorary land economics society. Richard was chairman of the Concord Board of Assessors from 1987 to 1990.
