WATERTOWN — The tax rate has been set for fiscal 2010, and the average residential taxpayer will see a more than $100 increase in his or her property tax bills. That’s the 12th time in the past 13 years that average residential tax bills have increased. Of course, commercial properties also get taxed. At its Tuesday meeting, the Town Council decided how to share the pain between residential and commercial taxpayers.
