PROFILE

NAPTA Charter Member

David Wilkes is a U.S. and international real estate advisor. He is a designated “Counselor of Real Estate,” and is also a Fellow of the Royal Institution of Chartered Surveyors (UK). Further, David is President of the United States office of AEC International, a consulting firm that provides global property tax assessment management services and technology.

 

Mr. Wilkes has served as a Senior Real Estate Advisor in emerging markets on behalf of the U.S. government, including the Middle East and Eastern Europe. David is the elected Vice Chairman of the Board of The Appraisal Foundation in Washington, D.C., a member of its Board of Trustees, and Chairman of the Foundation's Oversight Committee. The Appraisal Foundation is the Congressionally-authorized source of U.S. appraisal standards and appraiser qualifications. He is also a Member of the Board of Directors of the Counselors of Real Estate’s New York Chapter.

 

David is a prolific writer and speaker dedicated to education, reform, and participation in discussions of current real estate law and legislation. He is Editor-in-Chief of the New York State Bar Association Journal, a monthly lawyers’ magazine with 74,000 readers, and he served for six years as Editor-in-Chief of Real Estate Review, an academic quarterly published by NYU’s Real Estate Institute. He is also a chapter author for several books on taxation and eminent domain, and has published numerous articles and papers on law and tax for professional publications.

 

Mr. Wilkes is a founding and active member of the Corporate Advisory Council of the International Property Tax Institute (IPTI) and is IPTI’s representative to the New York City Tax Commission’s Advisory Board; he is also Chair of the American Bar Association’s Property Tax Committee; Co-Chair of the Westchester County Bar’s Tax Certiorari & Condemnation Committee; and a Member of the International Association of Assessing Officers’ Legal Committee.
